Where swirls come from
Almost all of them come from contact with the paint. Automatic brush washes are the largest single source. Beyond that: wiping dust off a dry car, using one bucket and a loaded mitt, drying with a rough or dirty towel, and dusters used on gritty paint.
In Tucson the underlying problem is that there is nearly always fine mineral dust on the vehicle. That dust is harder than clear coat, so any wiping motion becomes light abrasion. A car in a wetter climate can survive sloppy technique better simply because there is less grit available.
Why they look so severe here
Swirl marks are only visible when a strong point light source reflects off the paint. Overcast skies diffuse light and hide them. How swirls are removed

Most swirl marks are shallow, so this is usually achievable without heavy material removal. Deeper isolated scratches mixed in with the swirls are assessed separately.
Keeping them gone
Polishing solves the symptom. The cause is contact. Stop using brush tunnels, never wipe a dry dusty car, rinse thoroughly before any contact, use clean media, and dry with soft, clean material. Adding a slick protective layer helps because contamination releases more easily and less pressure is needed during washing.
